DRESS AND APPEARANCE
 

I. Community Standards
The Clark County School District reserves the right to insist that the dress and grooming of students are within the limits of generally accepted community standards and that students shall be required to show proper attention to personal cleanliness.

II. Educational Environment
Student’s dress, personal appearance and conduct are required to be of such character as not to disrupt or detract from the educational environment of the school. Any style which tends to diminish instructional effectiveness or discipline control by teachers is not acceptable.

III. Responsibility
The school administration shall have the right to designate which types of dress, fashion, fads, or appearance disrupt or detract from the educational program and may be a potential safety hazard.

 

C. T. Sewell SSA Colors:

Colors for pants are:  khaki and navy blue, and jeans
Colors for shirts are:  white, navy blue, pale yellow (not gold), light blue, and maroon

**No overalls, track pants, athletic type shorts, and t-shirts**

STANDARD STUDENT ATTIRE:
Discipline Procedures for Violations of Standard Student Attire
in Mandatory SSA Schools

Principals of Standard Student Attire (SSA) schools received the following information relative to the disciplining of students in violation of SSA:

Secondary and Elementary Schools:

  1. CCSD Regulation 5131 provides that “no student shall receive a lowered academic grade as a result of not complying with the policy.”  Students are to be provided with all academic work during the disciplinary process.

CCSD Regulation 5131 provides that “all standard student attire violations will result in disciplinary action in alignment with school-based progressive discipline plan.”  However, pursuant to Regulation 5131, at the time of the first standard student attire violation there the following step will be taken:

“Prior to initiating any disciplinary action against a student not complying with the policy, the school will conference with the student and give an opportunity to change into standard student attire.”  Therefore, for the first violation the responsible school administrator should meet with the student, give the student a warning, and provide an opportunity for the student to change into standard student attire.  If the student refuses to change into standard student attire, the student should be allowed to return to class for the remainder of that day.

In addition, “a conference with the parent must be held with a school administrator to ensure the parent is aware of the policy and possible consequences of non-compliance.”  Thus, after the student has been returned to class following the first violation, the parent should be called for a “Required Parent Conference” to ensure that the parent is aware of the policy and future consequences for noncompliance.  For elementary schools only:  During the RPC, the administrator is to inform the parent of the right to request a zone variance.

Upon steps 1 and 2 being taken and in the event the parent indicates at the conference that the student will not comply with the standard student attire requirements, the school administrator must notify the parent that the student will be administratively transferred to an elementary campus that does not implement the mandatory SSA policy.  The appropriate Region Office must be notified.  The Region Office will identify the school to which the student will be transferred.  Parents must provide transportation for their student once the administrative transfer occurs.

Exemptions
With regard to requests for exemption from mandatory SSA due to medical or religion purposes, the parents will be provided the CCSD form, “Application for Exemption from Mandatory Standard Student Attire” (CCF-828).  Said application to be completed and submitted to the school’s administrative office.

Special Note:
Concerns relative to the administration of the aforementioned procedures would be brought to the attention of the appropriate school administrator with appeals to appropriate region office administration, etc.

C.T. SEWELL ELEMENTARY SCHOOL DISCIPLINARY PROCEDURES:
 
  1. A student-teacher conference is held and the student is given the opportunity to change into standard student attire.  A reminder note is sent home.
  1. A conference is held with administration, a warning is given, and the student is provided an opportunity to change into standard student attire.  If the student refuses, the student is allowed to return to class for that day and begin procedures from step 3.
  1. A conference with the parent must be held to ensure the parent is aware of the policy and possible consequence of non-compliance.  Thus, after the student has been returned to class following the second violation, the parent will be called for a “Required Parent Conference” to ensure that the parent is aware of the policy and future consequences for noncompliance.  Parents are notified during the RPC, of the right to request a zone variance.
  1. Upon the above steps being taken and in the event the parent indicates at the conference that the student will not comply with the standard student attire requirements, the school administrator must notify the parent that the student will be administratively transferred to an elementary campus that does not implement the mandatory SSA policy.  The appropriate Region Office must be notified.  The Region Office will identify the school to which the student will be transferred.  Parents must provide transportation for their student once the administrative transfer occurs.
